Slough, located west of London, has emerged as Western Europe's densest cluster of data centres, hosting as many as 40 large facilities, with more planned.1 This concentration is partly due to its proximity to London and its history as a "simplified planning zone". The data centres in Slough are owned and maintained by companies such as Equinix, Digital Realty, and Iron Mountain, serving major customers including Amazon, Google, Oracle, and Microsoft.

The proliferation of AI technologies is a primary driver behind the increase in data centre demand. These facilities, particularly hyperscale data centres built by major cloud providers, require immense computing power for AI applications that demand real-time decision-making.

Another noted, "since we’ve had all these [new] ones up here, there seems to be more heat round here". Emerging research suggests data centres can create a "heat island" effect, potentially increasing local temperatures by an average of 2°C, and as much as 9°C in their immediate vicinity.

The competition for resources, particularly grid capacity, has led to a stark choice in some areas: "homes or servers?". In December, a report by the London assembly revealed that data centres’ electricity requirements had led to stalled housebuilding in the capital. This conflict highlights the tension between infrastructure development and social needs, challenging the government's targets for both housing and digital growth.
